I. guiding ideology

(III) stage III (November December 2017): project monitoring and effect evaluation stage

after the enterprises included in this year's governance tasks have completed governance according to the requirements of this plan, they should entrust units with VOCs monitoring qualifications to carry out monitoring and issue monitoring reports. After the monitoring results are qualified, submit the "one factory, one policy" governance plan, governance contract, monitoring report (pharmaceutical and synthetic rubber enterprises need to submit LDAR test report at the same time), VOCs governance work summary, and other relevant materials required by environmental protection, economic and information technology and other management departments to the regulatory environmental protection department. The environmental protection department under its supervision submitted the equipment measuring the torque size to the Municipal Environmental Protection Bureau and submitted the above data as an important basis for the enterprise to complete the VOCs comprehensive remediation task this year and apply for governance subsidy funds

(III) increase investment in environmental protection

For enterprises in key industries that fail to carry out the comprehensive rectification of VOCs as required and shut down pollution prevention and control facilities without authorization, the list of enterprises, illegal facts, punishment measures and other information should be made public to the public in a timely manner, so as to give play to the warning role of negative typical cases

(V) strengthen work scheduling

the progress of VOCs governance work adopts the half month scheduling system. Since June 2017, all county (city) environmental protection bureaus, all branch bureaus, the environmental protection department of the comprehensive reform District, and the Municipal Environmental Supervision Detachment should submit work progress and information on the 15th and 30th of each month in combination with the focus of VOCs governance work at all stages
